Wash surface with Galv-Etch and rinse with clean water and a brush/broom
Rusted surfaces : remove all loose and flaking rust; treat deep rust with rust converter. Wash surface with Galv-Etch to remove rust powder dust and to stabilise the surface for paint adhesion Note that Galv-Etch does not replace the function of a rust convertor, but acts as a stabilizer, as it removes the rust powder dust left on the surface after scouring/brushing or sanding of rust.
When surface is dry, apply a minimum of two top coats
